Communication tactics: Debt collection

They are contacting family members and giving personal medical bill information to them even though I haven't received any written notice of debt or the information about it myself. I get multiple suspected spam calls daily that I do not respond to because my phone flags them as spam. They sent a picture of a medical bill to my family whose number or connection to me was not given and is not publicly available.
