Closing an account: Checking or savings account

I have been dealing with USAA and this matter for a few years now. They told me if the check didn't come back returned they would close my account and issue funds that are in the account. I've been waiting years for this. When I call them they always say that they don't see the problem and it should have been released by now. I would like them to issue me a check for the remaining funds in my account.
