Managing an account: Checking or savings account

I deposited my tax refund check of $32000.00 into my M & T account. The money has been put on hold for more than a week now and Ive been restricted from withdrawing it. I checked the treasury website and it shows the check has been paid by the IRS, so why is M & T holding my money.
