Problem with a purchase shown on your statement: Credit card

A year ago, I applied for a credit card. I never received the card or any statements. Citi told me that I will received the results of my application via mail. I never received nothing. I recently received a statement saying that I had an account with this company and that I was charge a suscription. I call immediately, and the Citi representative said that I need to pay even if I was not aware of the suscriptions or have the card with me. I tried to explain, that I never received the card, I also never use it or accept the terms.
