Trouble accessing funds in your mobile or digital wallet: Money transfer, virtual currency, or money service

PayPal once again is making it difficult for me to run my business. PayPal is withholding ( for 21 days ) any money above $38000.00 USD in sales. Why? I get penalized for doing well this month, and they hold my money so I can't pay suppliers, etc..
