Trouble using your card: Credit card

My problem is with PAYPAL. I had an issue with the credit card attached to the account. The credit card company closed it and issued a new card. I put that information on paypal account. They have restricted account. I have tried a few times to straighten it out. I even added new bank account to the account. Still restricted. Now I asked to have my account closed and all my information closed. They will not do that. I am not putting anymore time into this. I think it is wrong that they can keep the account open and frozen. Ridiculous.
