I am filing a complaint regarding Navy Federal Credit Unions refusal to reimburse nine ( 9 ) unauthorized debit card transactions that I reported as fraud. Navy Federal denied both my fraud claim and appeal, stating the transactions were completed in person using tap-to-pay ( contactless card present ) and therefore considered authorized. I dispute this determination. On the date in question, nine identical transactions of $14.00 occurred within a very short timeframe ( approximately 12 minutes apart, then every ~20 seconds ). These transactions occurred across merchants located in Tennessee and Florida. At the time these transactions occurred, I was physically in Georgia, actively driving, and in continuous possession of my debit card. I did not authorize or participate in these transactions and did not travel to the locations where they occurred. My mobile banking alerts notified me in real time as the transactions were occurring, and Navy Federals fraud department contacted me during the activity, indicating the pattern was recognized as suspicious while it was happening. Navy Federals denial appears to rely solely on the classification of the transactions as card-present contactless. However, this label does not independently verify that I physically performed or authorized the transactions. A card-present designation alone is not sufficient proof of authorization, especially given the rapid-fire pattern, identical transaction amounts, and cross-state activity occurring while I was physically elsewhere.
