Managing an account: Checking or savings account

I am opening this request because Navy Federal is refusing to open a Visa merchant dispute for 'Services Not Rendered ' transaction on my debit card. The amount is for $29.00. I authorized the payment in good faith for a service that was never provided. I called Navy federal twice to dispute the transaction but they refused to investigate the merchant or process the chargeback, unfairly leaving me responsible for a fraudulent merchant 's actions. I am planning to file a police report.
