Opening an account: Checking or savings account

This account is not mine. I requested verification and all documents used to verify ownership on my last dispute with ChexSystems, but i didn't receive it. Since they can not provide competent evidence, I am asking that they delete this item according to FCRA 1681e ( b ), 1681i ( a ), and 1681s-2. It is affecting my relationships with other banks all because someone else negligence and fraudulant ways.
