Problem with the payoff process at the end of the loan: Payday loan, title loan, personal loan, or advance loan

I took out a car loan from Navy Federal Credit Union and paid it in full early. They have failed to provide the tile of the car to me. I have contacted the NFCU on multiple occasion and there is always someone to blame. I really the title and I demand the interest of the loan to be refunded to me and I have met the terms of my contract. NFCU has not met their obligations and continue to stall and play the blame game.
